- Abstract
A new industrial policy framework was outlined by the South African Department of Trade and Industry (DTI) in 2002. This Integrated Manufacturing Strategy will constitute a collective government position and co-ordinate a set of actions across government. It is primarily focused on improving competitiveness. A range of factors are identified as important for firms' competitiveness including the prices of inputs, infrastructure price and provision, technology and innovation, skills, and effective regulation. Integration with the international economy and increased knowledge-intensity in production are key features of the new competitiveness approach of the DTI, as opposed to the natural resource and unskilled labour bases of earlier phases of industrialisation.
