- Abstract
Title XIV of the Consolidated Omnibus Budget Reconciliation Act of 1985 put an end, effective October 18, J986, to General Revenue Sharing (GRS). Established in October 1972, GRS was to provide fiscal assistance to state and local governments. This study examines the impacts of the termination of general revenue sharing on the financial practices of local governments in New England. Results of the study show that local governments will have to raise taxes, find other revenue sources, or reduce levels of services.
