- Abstract
There is no way to deal with the social impacts of the new technologies, or the consequences of those technologies that have already had a substantial impact, without using more technology-both physical technology and social technology. For the overriding characteristic of the new technologies is their enormous simultaneous potential for enhancing or degrading man's environment, man himself. Social technology or social engineering means the deliberate application of systematically accumulated knowledge and theory about the nature of man and his institutions for the purpose of influencing the behavior of man and his institutions. This area of technology is already in its early and relatively primitive forms. There is work under way in the overlapping areas of biology and psychology that is rapidly enlarging the understanding and ability to manipulate intellectual and emotional states. There are two circumstances that practically insure an ever-accelerating accumulation of behavioral science knowledge for social engineering purposes. Firstly the effective programs in the elimination of poverty, the enhancement of education, the improvement of old-age services, and the application of computers.
