- Abstract
In reviewing the process for departmental staffing decisions, certain opportunities for improvement were apparent. Management decisions on maintaining current staffing levels or determining the need for additional positions were often made without an adequate data base that related workload to staffing levels. The need for a systematic approach to evaluate departmental staffing levels had become acute in light of recent budget cutbacks and impending curtailment of county services as a result of lost federal and state dollars. Work force planning is a comprehensive look at the demographics of the Metropolitan Dade County work force in order to anticipate vacancies and layoffs, conduct succession planning efforts, and coordinate personnel actions. Many of the components for work force planning existed prior to the inception of the formalized program. However, the need for a systematic approach and a coordination of the components became obvious whenever the normal flow of county activities was disrupted.
