- Abstract
The article examines the Year-15 compliance period disputes in the U.S. federal government's Low-Income Housing Tax Credit (LIHTC) program. Topics discussed are importance of affordable housing, buyout options and Rights of First Refusal unique to LIHTC public-private partnerships, problem with the emergence of aggregators and other tactics such as contractual purchase, and legislative and regulatory measures to address the aggregator problem.
