- Abstract
The article highlights the past spending levels on foundational capabilities of public health in state and county health departments in the U.S. to inform initiatives to rebuild a responsive and accountable public health system. Topics covered include the three categories of public health activity spending, the impact of prior local health investments on the ability to control COVID-19, and an assessment of the types of spending associated with capacity to control the spread of the pandemic.
