- Abstract
The article discusses how the mandates of the Dear Colleague Letter (DCL) are not the best way to handle campus sexual assault. Topics discussed include ways in which the U.S. Department of Education, Office of Civil Rights (OCR) violated the Administrative Procedure Act (APA); ways in which universities can and should handle these cases while still remaining in compliance with Title IX; and the U.S. Department of Education's failure in providing mandates to prevent campus rapes.
