The article offers information on the difficulties faced by the Maryland Department of Planning (MDP) in implementing Smart Growth planning and to increase communication between jurisdictions and landowners in Maryland. It mentions that the plans were created to overcome the environmental effects, originated by scattered development patterns. It offers information on Smart, Green and Growing (SG&G) legislation enacted by Maryland General Assembly.
