- Abstract
This article considers the role played by social security legislation in the U.S. The article also addresses the problem of the future role of social insurance in the country. The problem according to the author is that of knowing how far and into what areas of individual economic risk the concept of cooperative contract between the citizen and the state should be extended. The author argues that the role of social insurance in the country has been and ever will be to sustain and enhance the dignity of every individual it encompasses. In his opinion, social security legislation is a strongly conservative force in sustaining the gains of a democratic society.
