- Abstract
The concept of twice exceptionality is defined as individuals having disability or experiencing difficulties in at least one area along with their giftedness or talent. Twice exceptionality includes giftedness/talent and, paradoxically, having one of the conditions such as specific learning disability, attention deficit and hyperactivity disorder, autism spectrum disorder, social emotional development disorder, speech or language disorder at the same time. Researches started in the 1980s have shown that gifted students also have various disabilities or difficulties and therefore may experience learning difficulties. Thus, it has become important to identify the students in this group, which is conceptualized as twice exceptional, to determine their educational needs and diagnostic process, and provide an education program including both giftedness/talent and special education areas. In some countries (the USA, Australia, Germany, the Netherlands, Saudi Arabia, Singapore, China, etc.), as a result of theoretical background and field studies, legal regulations have been made and appropriate education programs are provided to support twice exceptionals. In Turkey, there is no any legal regulation for this group although it is guaranteed by various laws that every individual is provided with the education they need. There is a great need for both scientific researches and developing an educational policy to foster legislation process. The main aim of the study is to make a policy recommendation for the education of twice exceptional students. Accordingly, the current situation of this field has been revealed and suggested recommendations. Regulatory impact analysis has been used as a method of the research, which is defined as describing the problem, determining whether or not to regulate, possible positive and negative effects as a result of regulation and its social added value. By that of, concept of twice exceptional based on the current situation of giftedness and talent is tried to be explained, legal regulations in Turkey for both gifted students and students in need of special education are analyzed, the risks/opportunities for twice exceptionals due to the regulations are discussed and a road map is proposed.
