- Abstract
This study is an analysis of federal government-run health information systems (HIS) and their potential to instruct health management, relating these systems to the coverage of systemic arterial hypertension and diabetes mellitus care, in 13 small municipalities of Rio Grande do Sul, Brazil, during the period 2006-2007. It is a retrospective study of secondary data collected from the Primary Care Information System (Sistema de Informação em Atenção Básica - SIAB) and the Hypertension and Diabetes Register and Follow- -up System (Sistema de Cadastramento e Acompanhamento de Hipertensos e Diabéticos - SIS-HIPERDIA). The data were collected from the DATASUS , the tables being prepared according to the variables contained in the SIS-HIPERDIA and SIAB bases, for the period and municipalities studied. There was a reduced number of users registered with the SIS-HIPERDIA, in relation to the SIAB. It became evident that the Health Family Strategy has been registering and following up the chronic patients in their catchment areas. The other municipalities where these diseases havedeveloped are not known or adequately followed up by the SIS-HIPERDIA, or this happens only with a small number of municipalities. The data differ, within the same municipality, according to the system investigated. This lack of liaison between the systems results from the poor development of technologies that can meet the needs of health planning and management. We believe that the building of an integrated structure for the HIS is a possible way to exchange information, allowing for health planning that is compatible with local realities.
