- Abstract
The article discusses public speaking, including various methods of public assembly and disputation, in Russia during the reign of Emperor Alexander II, who ruled from 1855 to 1881. It comments on various venues and institutions for public speaking, including law courts and zemstvo assemblies. The author considers legislation regulating free speech and punishment for speech considered abusive or seditious. Relationships between speech and print, political control, and municipal politics are also explored.
