Economic Efficiency of Groundwater Irrigation under different Water Use Regimes - A Comparative Study in Karnataka.

- Abstract
THE present study analyzed technical, allocative and economic efficiencies of own using (FUO), sharing (FShU), selling (FSeU) and purchasing (FPU) farmers of groundwater for irrigation in Chitradurga and Tumkuru districts of Karnataka. Groundwater sharing among farmers motivated them to incorporate diversity in their cropping pattern; hence they had higher crop diversity index value of 0.93. FShU accounted for the lowest proportion of initial bore well failures (13.79 %) and highest proportion of functioning wells (55.72 %). Net returns per rupee of water cost was highest in FShU category (Rs.5.53), followed by FUO (Rs.3.02), FPU (Rs.2.57) and FSeU (Rs.1.53) categories. FShU farmers were technically, allocatively and economically more efficient with efficiency values of 96, 92 and 88 per cent, respectively as compared to other water user categories. Among the four water user categories, majority of farmers in FShU numbering, 25, 18 and 17 were operating in the higher efficiency class of 0.91 to 0.99 with respect to technical, allocative and economic efficiencies, respectively. FSeU farmers' experienced higher transaction cost of Rs.16764 followed by FPU (Rs.16308) and FShU farmers (Rs.12943). Opportunity cost of conflict resolution formed the major element of transaction cost in all the water user categories. Adoption of drip irrigation technology encouraged farmers in FShU, FPU, FUO and FSeU water user categories to bring 2.59 acres, 2.19 acres, 2.02 acres and 1.46 acres of additional area under irrigation, respectively. Groundwater used per farm (acre inches) increases by 1.45 acre inches for every one acre increase in gross irrigated area per farm, thus proving the existence of Jevons Paradox in the study area. It shows that, groundwater sharing can be a potential system to reduce irrigation costs, realize higher net returns and use the available groundwater sustainably.
