- Abstract
Although the classification of areas called living areas or settlements changes depending on the difference in central and local management systems, it is generally expressed as urban or rural areas. The most important factors that are effective in determining these areas are the type of production and the type of means of production and the nature and type of services offered.. Hence, while intensive agricultural production constitutes rural areas, intensive industrial areas and service production are signals of urban areas. However, it is known that population change movements have been experienced among these settlements throughout history. The direction of this movement, which has taken place according to important variables, is usually from the rural area to the city. It is also known that this process called urbanization brings many problems together. This process, which depends on different reasons from economics to politics, has a characteristic that causes more problems and more results than the reasons. The problem of not being urbanized or not being able to integrate with the city is only one of them and the most inadequate point when it comes to solution. Located in the spiral of internal and external migration, Turkey is also trying to combat the new situations caused by urbanization and not being urbanized.
