- Abstract
In this paper I propose an evaluation of how the Romanian universities accessed structural funds designed to strengthen and support doctoral doctoral schools during 2008-2013. Redistributing an important percentage of the SOPHRD 2007-2013 total budget to support PhD projects raised questions about the efficient use of funds allocated for the proposed indicators in the Framework Document for the Implementation of SOPHRD. I propose an evaluation model in order to show how universities conduct in accessing structural funds leads to inefficient exploitation of common-pool resources. For this purpose, I use elements of rational choice theory and institutional analysis. To this result contributed equally the state by its managing institutions, universities strategies being tailored to the lack of appropriate constraints that needed to be imposed by the state in order to stop universities opportunistic, but rational behavior.
