- Abstract
Rural development is one of the fundamental aspects to guarantee the well-being of an entire region. The main aim of this development is the sustained improvement of the quality of life of the rural population and its articulation with the urban area in its surroundings. Rural development in the municipality of Othón P. Blanco, Quintana Roo, is currently embodied in the Municipal Development Plan, 2013-2016, which proposes the implementation of actions and programs for the promotion of rural enterprises. However, it is observed that public policies are presented in a centralized manner; this poses a limitation for rural development in spite of the various programs and projects targeting that sector. This study identifies the problems and opportunities of the rural sector of Othón P. Blanco and offers strategies to streamline government programs that seek to transform rural economic activities into sustainable sources of income. It tries to clarify the most important issues affecting rural growth that would allow the municipal government to take the necessary decisions to achieve the rural development of the municipality.
