- Abstract
The article focuses on the issue of identification of legitimate targets and their applicability in the battlefield. It examines the rearticulating of international law in order to facilitate the lawful operation on the decision making in counterterrorism. It discusses the solutions to minimize the collateral damage and need of alternatives in the presence of a human shield that does not mitigate the commander's right to engage in the identified legitimate target.
