- Abstract
The article focuses on the history and development of the federal Speech or Debate Clause in the U.S. Constitution and legislative privilege with an emphasis on Supreme Court case law. It examines the state Speech or Debate Clause treatment in context of redistricting litigation and surveys related state supreme court cases. It also explores feasibility of independent redistricting commissions with a framework for approaching the state Speech clause.
