Reason of State and Sovereignty in Early Modern England: A Question of Ideology?

- Abstract
The author contends that the "reason of state" conception was neither a coherent vision nor an ideology but casuistic moves and adjustments that stemmed from wider contemporary ideas and practices of ethical conduct in England in the 16th and 17th centuries. The differing roles that the term "ideology" might have in analytical and descriptive idioms of historiography are considered. The association between sovereignty and political argument in England is also addressed.
