- Abstract
The author discusses the history of California groundwater law and opines that the local management of groundwater is the best approach to abate overdrafting challenges in Central Valley, California, particularly where no reforms are enacted. He discusses the California Supreme Court case of Katz v. Walkinshaw, wherein the Court adopted the correlative rights norms as a state's system to regulate groundwater law. He manifests that several areas in the state have yet to enact reform efforts.
