- Abstract
Court‐ordered interdistrict desegregation in the Wilmington, Delaware, area presents a series of problems for the local governmental system—problems resulting from the lack of majority support for the desegregation orders and the interdistrict nature of the situation. The functions of representation, planning, leadership, and conflict resolution are not being adequately filled by ongoing institutions in the Wilmington metropolitan region. Three ad hoc groups—the Delaware Committee on the School Decision; a business‐supported group, named SANE, Inc.; and the Delaware Equal Education Process Committee (DEEP)‐have attempted to play key educational and bargaining roles in the policy vacuum. Whether or not any or all of these groups can contribute to the peaceful resolution of the desegregation problem, their very existence highlights the failure of the political system's ability to perform a leadership role.
