- Abstract
The article debates on the proposal by the Bush administration to establish personal accounts for Social Security. In this debate, Kenneth S. Apfel agreed that the private accounts would not improve Social Security. He argued that the structure of the system is not well designed for the future, but that Social Security's basic design can and should play a centrally important role in assuring the economic security of future generations.
