- Abstract
The article examines the psychological and legal reasons that practical immunity for members of the U.S. Congress has perpetuated sexual misconduct on Capitol Hill. Topics discussed include the history of the Congressional Accountability Act of 1995 (CAA), nondisclosure agreements (NDA) without restraint, and the use of the judiciary to mitigate the role of NDAs in the CAA.
