- Abstract
State terrorism, which is defined as the comprehensive, widespread and systematic acts of violence committed by a state through its own institutions or non-state actors against its own or the citizens of other states, is one of the factors threatening the security of people and societies today. It is a known fact that although the deaths and injuries caused by state terrorism are more than the terrorism implemented by nonstate actors, they do not receive the necessary attention. In particular, many states such as Iraq, Syria, Israel, Colombia and China use security forces or paramilitary structures to carry out acts of torture, rape, and extrajudicial execution against people. In addition, some states seem to respond disproportionately to terrorism campaigns without distinguishing innocent and criminals from each other. However, when we examine the terrorism studies carried out both in the academic field and by international organizations, we see that state terrorism is explained only by subtitles or short paragraphs, and it is narrowed by examples of state terrorism applied by Hitler and Stalin. In the study to be carried out; the assumption that states adopt the terrorism method against terrorism and as such are more dangerous and deadly than non-state actors. The difference between state terrorism, non-terrorist crime and state violance is carried out in the context of target audience and top authority. In addition, the assumption that states resort to terrorism against terrorism will be analyzed by considering the cases of Sri Lanka-Tamil Tigers, France-National Liberation Front, Colombia-Colombian Revolutionary Armed Forces. The fact that the sample cases took place in different periods and places will contribute in terms of meaningless how state terrorism has changed in the context of temporal characteristics.
