Discusses the successes and challenges encountered in evaluating a Howard University Center for Research on the Education of Students Placed At Risk (CRESPAR) Talent Development School-to-Career Transitions Intervention program applied at a junior high school, using a culturally responsive approach. Arguments against using the cultural responsiveness strategy in educational evaluations; Phases of culturally responsive evaluations; Use of culturally responsive program evaluation approach in providing guidelines for evaluators in understanding the reasons behind the effectiveness of projects and programs in urban schools.
