Antarktis im Wandel: Vom Vorbild zum Auslaufmodell internationaler Kooperation?

- Abstract
The Antarctic Treaty System (ATS) is often seen as a role model for international cooperation beyond a "Westphalian system": it preserved the Antarctic continent as a nature reserve dedicated to peace and science and "froze" all territorial sovereignty claims. Still, the logic of nation states has dominated Antarctic affairs throughout, as the only legitimate political actors in Antarctic affairs continue to be nation states and the establishment of national research stations is seldomly purely determined by science considerations. Global power shifts, new regulatory challenges as well as climate change raise the question, however, whether this treaty system can continue to act as a model for international cooperation? Given the ATS' nature as an exclusive club largely isolated from international norms and institutions, as well as the pressing challenges of global ecological crisis, the treaty system may end up - without substantial institutional adaptation - as an outdated model of state cooperation.
