- Abstract
Descriptive-exploratory study. The aim was to draw a parallel between the axes of health promotion in the Ottawa Charter and the Brazilian legislation for disabled people. It was adopted laws and decrees from the years 1981 through 2008 in the sample, which totaled 23. Descriptive statistics was used and the analysis was guided by the relevant literature on the subject. The results showed that among the 23 laws and decrees analyzed, emerged only three of the five pillars of health promotion included in the letter of Ottawa, respectively, development of personal skills, strengthening community action and reorienting health services. It was concluded that although some lines of health promotion and development of personal skills and autonomy have been mentioned, others, however, such as accessibility and social participation were not addressed in its entirety thereby discouraging the inclusion of citizens in society.
