The article reports on the approval of two leading environmental groups of U.S. to a proposed buy-out of Texas's largest electrical utility, TXU, by a group of private investors on a promise that the group will take steps to bring down carbon dioxide emissions in Texas. To get the approval the buy-out group agreed to abandon eight out of 11 new coal-fired power stations that TXU had been planning to build. Also included is the criticism against the approval.
