This article addresses the social production of space, more specifically, the actions attributed to the planning and ordering of the political territories of water management. We seek to compose an analysis of the diversity of actors (intra and extra watershed) that act directly and indirectly on the resources of the territory. To do so, we use the research method proposed by Milton Santos, namely: The Elements of Space.
