The article argues that the National Gallery of Art's (NGA) acquisitions should be subject to specific regulations and standards imposed upon other government agency acquisitions. It mentions that the applicability of existing procurement regulations to the NGA and its relationship to the federal government. It also mentions that the federal procurement law to craft regulations tailored to the acquisition of art.
