- Abstract
According to innovation policy documents and related socio-economic studies globalization and the dynamics of knowledge and innovation are among key drivers of current development of enterprises and of knowledge-economies. Respectively the worldwide competition is expected to be increasingly about the attractiveness of innovation systems, availability of skilled labor force, and affordable costs. Due to a large consensus of the importance of knowledge and innovation to the competitiveness and welfare, countries are actively developing innovation policies for reinforcing innovation systems. These conclusions and the underlying socio-economic analysis are starting points of this article. In the literature globalization, knowledge-economies and innovation systems are discussed extensively from different angles. The research in this area is covering versatile aspects of the complex phenomenon of globalization, but the contributions supplying an overall perspective on the topic are rare. This article attempts to give a comprehensive overview on this topic by analyzing the traits behind globalization, related aspects on enterprise R&D and knowledge-economies, and arising implications on innovation policies. The article is organized as follows. Chapter 1 outlines a contex for the "new phase" of globalization, Chapter 2 considers the impacts of globalization on innovation strategies of enterprises, and Chapter 3 analyses the implications of globalization on innovation policies. The article draws much on the contributions and conclusions of two conferences related to globalization of R&D and knowledge-economies held in Helsinki, Finland in 2004 and 2006, and on on-going research project of globalization at VTT Innovation Studies.
