- Abstract
The article offers the author's explanation of the water crisis in Yemen. According to the author, the country is included in the list of most water-scarce countries. The author states that Sanaa, Yemen is likely to be the first city to run out of water in the world. The author mentions that due to lack of legitimacy of the government and resistance of regulations and laws by people, a strategy of decentralized water resource management has been adopted by the Ministry of Water and Environment assisted by international donors including Germany through the German Technical Cooperation.
