The article discusses a court case wherein limited civil rights protection of commercial speech is retained through maintenance of force of the Central Hudson test in the U.S. It notes that summary judgment for college newspapers has not been upheld by the Fourth Circuit Court of Appeals. It mentions that the third prong of the Central Hudson test has been improperly applied for commercial speech restrictions.
