- Abstract
The territorial structure of the state is of great importance for the proper organization and orientation of the political, economic, social and cultural life of society. It must therefore be built on a scientific basis and in full accordance with the interests and will of the local population. The exercise of power, powers and competencies of local and regional authorities in the country stems from those of the state. The Constitution of the Republic of Bulgaria and a package of statutory laws regulate not only the organization and manner of functioning of the state, but also define the boundaries of the administrative-territorial structure and local self-government, its basic levels and forms of interaction with the central government. In the case of the territorial-territorial structure, it is essential that the territorial scope of the individual units be as much as possible consistent with the actual boundaries within which the socio-economic processes take place. This is how unity between territorial and socio-economic zoning in the country is sought. Therefore, the administrativeterritorial structure is one of the important and active factors determining the development of democratization and decentralization in public relations and enhancing citizen participation in government. The socio-political significance of the administrative-territorial structure is that it influences the state and local forms of government and self-government, the relationship between the central and local authorities and between them and the population itself. On the other hand, the administrative-territorial structure is one of the active factors determining the development of democratization and decentralization in the socio-political life and wide public activity of the population. This implies the main task of the administrative-territorial structure: creation of real preconditions for the implementation of the socio-political, socio-economic and human rights functions of the state on the basis of the principles of democracy, self-government and self-determination. The establishment of an administrative-territorial unit solves the complex tasks of management in the combination of local and national interests and gives the opportunity to pay serious attention to the needs of the population in places of economic, administrative, cultural and social character.
