- Abstract
Social dialogue is normally seen as a tool, but it is much more than this. It is a value of democratic culture, based on liberty and recognition of the same by the State. This idea is counterpoised to more extreme conceptions that go from self-regulation by the market to authoritarianism. While a valuable legal and dogmatic instrument exists, dialogue depends first on the type and degree of democratic culture and then, on a set of factors that influence its development. This document explains its different characterizations and conditions. An excess of examples exists where dialogue arises due to conviction or pragmatism, convenient routine or forced summons; in any case, however, it reveals progress and good results for the countries that try it.
