- Abstract
The article discusses U.S. President Barack Obama's Executive Order 13563, an effort to exert control over the federal government's regulatory Leviathan in 2011. Despite the order has introduced innovations, the author says that it is little different from U.S. President Richard Nixon's October 1971 order that created in the U.S. Office of Management and Budget a Quality of Life review. He cites the failure of the order to address the incentives for regulators and the regulated that have emerged over the past four decades of regulatory capitalism.
