- Abstract
The threat to witnesses and victims of crime is a historical fact and there is nothing new about the way organized groups and individual perpetrators of crime act. Sometimes the threat arises from the specific position of the person involved in the group. Fear has always existed among people and many offenders consider the fear to avoid their crime being reported or by hiding evidence at a later stage of the investigation, thereby avoiding the punishment. Criminal law systems have recently recognized the need to define methods for preventing threat referrals and, when committed, recognize that they are special crimes and consequently to apply appropriate procedures for protection and support.
