- Abstract
Agriculture policy is to intervene the market by using tools of state protection and support unity in order to secure of making real continuous food production which is related with the needs of society. The situation, agricultural production, and commerce are created by Industrial Revolution that marked the last quarter of the 18th century, which is related with market relations, that is the speed of capitalization of agriculture showed how correct this policy is. Later, neoliberal political-economy system which started to shape of the world from the beginnings of 1980s, eroded traditional agricultural policy that is implemented on protection and support mechanisms, and implemented a liberal agriculture policy that is just advantageous for central countries. It seems that, there is a strong causality relationship between neoliberal agricultural policy, which means to make free trade of food production without question, and the starvation which is today's main economic problem.
