- Abstract
The FY15 Department of Defense (DoD) budget of $560.3 billion funded DoD operations and acquisition of complex military systems. To increase acquisition success and reduce execution risk, personnel who served in Key Leadership Positions (KLP) from multiple disciplines led the acquisition effort. In engineering, the KLP is the Chief Engineer or Lead Systems Engineer. This research analyzed the competencies identified by 56 different organizations in 112 online job advertisements for lead systems engineering positions. The results were a composite ranking of the competencies preferred among the different employers. Additionally, the top 43 competencies were analyzed via multidimensional scaling to reduce the data for dimensional interpretation of employer preferences. The authors identify six dimensions, which are further analyzed and interpreted in this article, as competencies preferred by employers. This research can aid in the selection process of engineering leaders and professional development of individuals desiring increased responsibilities in the future.
