- Abstract
Although the phenomenon of whistleblowing can often be observed and has a high social relevance, little attention is paid to it, at least in German-language literature. And the legislation in Germany also neglects specific regulations for the protection of whistleblowers, despite the positive effects that an adequately designed whistleblower system could have. This article aims to shed light on whistleblowing in depth and, in particular, to address its justification. A fundamental distinction is made between whistleblowing in private companies and state bureaucracies. Whistleblowing in the state context is not without its problems and is therefore illustrated by two well-known cases, Edward Snowden and Carl von Ossietzky.
