- Abstract
This article looks at the monitoring systems used by both the former Chinese Han Dynasty and British Navy to prevent fraud to determine how selfishness can help to achieve efficiency and integrity. Although selfishness seems to be incompatible with the morals involved in encouraging honesty, the theory behind the monitoring policies was that enjoyment of rewards for honesty and a distaste for punishment are part of human nature. The article concludes that selfishness in the Han Dynasty led it to establish checks and balances in its political system and that the British navy used incentives to achieve naval battle victories.
