- Abstract
Personal autonomy and Care for dependent persons Act has achieved important goals that we can not underestimate: new systems have been articulated in a very short time, more than 2 million individual assessments have been carried out and attention has been given to more than 1 million people. Moreover, 39/2006 Act has placed the usually forgotten social services in the public agenda and in the media. We are also aware of its failures: an inadequate, tricky and insufficient finance system; a different management in each region (autonomous communities) that has provoked inequality in people's rights; an abuse of economic benefits above the services; a permanent inattention to 200.000 people, holders of rights, whose files have been desperately delayed or a lack of informative transparency. Abandoning this policy has an obvious result: destruction of the services net, closure of sector companies, unemployment, decrease on public collection, and the only way out being the increasingly miserable economic benefits to help families take care of their own ones when facing the impossibility of paying services.
