- Abstract
Policy analysis, in various forms, has been in use for many years; however, there is a need for a systematic, empirical assessment of the use of analysis. The purpose of this study is to build upon previous work and to advance a contingency- demand model of policy analysis use at the state level. An examination of data from a survey of state budget offices shows that the basic model can be used to help understand some complexities and is appropriate for expanding our knowledge about what internal and external factors influence the use of policy analysis in the different branches of state government. The results also show that the different branches of government have different contingencies and demands to which they must respond. Based upon the study findings, certain suggestions and alternatives for the use of policy analysis are presented.
