Gender and Local Government: A Comparison of Women and Men City Managers.

- Abstract
The article offers a comparison of men and women city managers. There is an expanding body of socio-psychological and political science literature that suggests women have political attitudes and societal orientations that differ in meaningful ways from those of men. Further, there is a body of scholarship that argues convincingly that public administration broadly conceived is a highly gendered environment. In an effort to explore the managerial styles of women and men city managers the authors utilized mail survey techniques. The survey sample was drawn from the International City/County Management Association's (ICMA) 1996 listing of city officials. The survey was carried out during 1997, with the majority of responses received by the end of the year. The ICMA compiles data on virtually all cities in the U.S., including the type of government structure, the name of the city manager, and the city's location and size. The sample included only current city and town managers. Assistant managers were not included in this study.
