The article discusses cotton growing and taxation in Russian Turkestan at the end of the 19th and the beginning of the 20th century. Particular focus is given to the effect of a tax break in land value taxation on U.S. varieties of cotton. Russia’s economic policy in the late imperial period and the role of Russian officials are also discussed.
