- Abstract
The main directions and regulatory and procedural guidelines, associated with assessing the effects of floods are considered and analyzed. Additions are proposed to the main generally accepted classification of the effect of floods for different types of buildings. Approaches to assessing the vulnerability of objects (buildings) associated with floods have been developed based on the data on changes in their net assets value at changes in their physical conditions under the effect of water masses. Diagrams of the dependence of the vulnerability on various characteristics of flood intensity have been developed for seven different types of building; these diagrams are mostly intended for tentative and mass estimates of the possible losses caused by floods. The developed approaches to vulnerability estimates are universal, operational, and accessible.
