- Abstract
Using Indefinite Delivery Indefinite Quantity (IDIQ) contracts in Security Cooperation (SC) purchases can help meet U.S. defense objectives. IDIQ contracts reduce costs and streamline the contracting process, allowing for faster delivery of major end items to partner nations (PNs) and maintaining interoperability with the United States. The Department of Defense (DoD) emphasizes the importance of achieving greater performance and affordability, as well as strengthening alliances and attracting new partners. IDIQ contracts can support these goals by providing prompt decisions, policies, and Warfighter capabilities. The use of IDIQ contracts has been successful in programs such as Cartridge Actuated Devices/Propellant Actuated Devices (CAD/PAD) and Parts Repair and Ordering System (PROS), and a recent IDIQ contract for the F-16 fighter jet has shown positive results. Overall, IDIQ contracts contribute to meeting the objectives of the 2018 National Defense Strategy and enhancing defense cooperation globally.
