- Abstract
The article discusses the challenges faced by data-intensive startups when doing business with the Department of Defense (DoD). These startups aim to provide value to the DoD through the collection, aggregation, and transformation of data. The DoD has prioritized an integrated data strategy that involves integrating commercial data feeds with classified data sources. The article explores various business and operational milestones that startups need to consider, such as choosing between maintaining a subscriber-based service or pursuing an Authority to Operate (ATO) certification. It also discusses the importance of cross-domain solutions, aligning with Programs of Record (PoRs), and demonstrating operational relevance during Use Case development. The article emphasizes the need for startups to understand DoD's operational and technical ecosystem in order to provide valuable data solutions for modern warfare.
