- Abstract
The article focuses on the possibility of wealth redistribution in Latin American countries as governments transition into democracies and factors which limit redistribution. It states social conflict theory predicts a greater redistribution of wealth in transition of government to democracy as democracy is a credible commitment to redistribution. It comments on the adoption of constitutions following democratic transition are likely to adopt policies benefiting the majority by spending on the poor and taxing the wealthy unless economic elites can impose constitutions that overrepresent their interests prior to democratization. It talks about how elites tend to dominate public policy while human capital remains unequally distributed in many Latin American democracies.
