- Abstract
The article discusses a seatbelt-use campaign called the Sakhalin Road Safety Partnership that was implemented in the Russian island of Sakhalin by government, non-government, and business organizations. It explains population expansion on the island that accompanied a growing energy industry, subsequent traffic volume increases, and a deadly car accident that involved employees of Sakhalin Energy. The accident sparked the seatbelt campaign. The article notes that Sakhalin Energy organized a road safety department led by Evgenia Rodina.
